Can Washington Matter? The Case Against the Supercommittee

There is a growing expectation that Washington may address the jobs crisis in a significant way with the possibility of major parts of “The American Jobs Act” becoming law, The New York Times reports today. A key to this could be the supercommittee, officially called the “Joint Select Committee on Deficit Reduction.” Casey Armstrong considers whether it is likely to be up to its bi-partisan tasks. Last month, I speculated that the supercommittee had the potential to help drag our legislature into a more authentic form of bipartisanship, a bipartisanship based on principled mutual compromise in the tradition of Henry Clay. I expressed my belief that the makeup of the committee would determine its ability to affect change. In that respect, the prospect of the committee changing the status quo now seems bleak. There is great opportunity but the membership of the committee suggested that the opportunity will be missed.

The Committee on Deficit Reduction is nominally a “joint select committee.” Emphasis should be given to the “joint” nature. Select committees generally suggest, but don’t legislate. In the present supercommittee, I see the spirit of the conference committees that resolve contentions between Senate and House bills. “Going to conference” offers possibilities of compromise that would not have previously existed for the conferees in their respective chambers or standing committees. Conference rules state that “the conferees are given free reign to resolve their differences without formal instructions from their bodies.” Senate scholar Walter Oleszek quoted an anonymous Senate leader opining, “Conferences are marvelous. They’re mystical. They’re alchemy. It’s absolutely dazzling what you can do.”

In the Obama budget talks, posturing was encouraged by heightened visibility. Separate branches of government competed for authority. With the supercommittee, we move to what Erving Goffman called the “backstage.” The individual actors have more agency to shape the outcome than the participants . . .

Making Distinctions: Murdoch, WikiLeaks, and DSK

I did not have the time to prepare a post while teaching with Daniel Dayan “Media and News in a Time of Crisis” in Wroclaw, Poland. This was unfortunate because there were news events during the period of the course that seemed to be a series of case studies on our topic. As we were examining theoretical material, which illuminates the roles media play in such cases, media were playing important roles, from the Murdoch scandal, to the terrorist attack in Oslo. Today, I will reflect on Murdoch and, more broadly, the tasks of making distinctions and coming to actionable judgments in the media. Oslo will wait for another day. I draw on the ideas of Eviatar Zerubavel, a distinguished sociologist of cognition and student of Erving Goffman, to make sense of our ongoing seminar discussion and the debate between Daniel and me.

The Murdoch presence in America has long concerned me, particularly Fox News and the Wall Street Journal. While Fox is a strange mix of opinionated journalism and political mobilization instrument, as I have already examined here in an earlier post, the Journal has been a distinguished business newspaper with a conservative slant on the news, with the slant increasingly prevailing over the news in recent years with Murdoch’s ownership. I was struck by Joe Nocerra’s analysis in The New York Times. Concern with factual reality has diminished. Editors went beyond improving reporter’s copy from the stylistic point of view to ideological “improvement.” Political and business news reported was re-worked to confirm the political positions promoted on the editorial page. Note the problem in these cases is that strong distinctions between journalism as a vocation and other vocations are ignored became fuzzy, in the terms of Zerubavel.

Such willful ignorance is also present in The New York Post, another Murdoch enterprise that I see in my daily life. I read it only late at night, picking up a discarded copy on the train when I have . . .

WikiLeaks, Front Stage/Back Stage

Last night in my course on the sociology of Erving Goffman, we discussed the release of classified documents by WikiLeaks. The students generally agreed with me that the publication was inappropriate and politically problematic. I think actually only one person dissented from the consensus. Given the general political orientation of the students and faculty of the New School, this was surprising. We are far to the left of the general public opinion, to the left, in fact, of the political center of the American academic community. Our first position is to be critical of the powers that be.

Why not disclose the inner workings of the global super power? Why not “out” American and foreign diplomats for their hypocrisy? We did indeed learn a lot about the world as it is through the WikiLeak disclosures. On the one hand, Netanyahu apparently is actually for a two state solution, and on the other Arab governments are just as warlike in their approach to Iran as Israel. China is not as steadfast in its support of North Korea and not as opposed to a unified Korea through an extension of South Korean sovereignty as is usually assumed. And the Obama administration has been tough minded in coordinating international sanctions against Iran, as it has been unsteady with a series of awkward failures in closing Guantanamo Prison.

And, of course, The New York Times, yesterday justified publication, mostly in the name of the public’s right to know about the foibles of its government, and also noted today how the leaks reveal the wisdom and diplomatic success of the Obama administration.

Most of the opposition to the release is very specific. It will hurt the prospects of peace in the Middle East. It shows our hand to enemies, as it embarrasses friends. But my concern, shared with my students is that as it undermines diplomacy, it increases the prospects for diplomacy’s alternatives.
